The `textadept.run` module now uses `spawn()` instead of `io.popen()`.
This module replaces the dependency on winapi. Removed experimental
`io.popen()` and `os.execute()` hooks. They may be re-implemented later using
`spawn()`.

confuse different versions of wget.
